Health and Safety Question

Fife Council in the UK has recently banned their workers from cutting grass on a slope greater than 15 degrees despite the fact that no council worker has ever been injured doing so. In fact, I'm sure that many people cut grass on a slope of greater than 15 degrees around their own home.

Every job has inherent risks and dangers and everything should be done to minimise these but do you think it is possible to go too far and, if so, does the same rule apply, in your opinion, in an offshore environment?
